Carone had by then <a href=\"https:\/\/gothamist.com\/news\/casinos-crypto-and-nyc-councilmembers-eric-adams-gatekeeper-releases-his-schedule-for-the-past-6-months\">traveled<\/a> all around the world as the mayor&#8217;s emissary, trying to scare up business for the City\u2014an unusually freewheeling role for someone with so much work at home\u2014but this would be his last international trip as a public servant. By the time he took the stage in Istanbul, he&#8217;d already <a href=\"https:\/\/www.nytimes.com\/2022\/09\/19\/nyregion\/frank-carone-eric-adams.html\">announced<\/a> that he&#8217;d be leaving the administration at the end of the year.<\/p>\n\n\n\n<p>&#8220;The mayor has a great love of the country of Turkey, the Turkish people,&#8221; Carone <a href=\"https:\/\/www.youtube.com\/watch?v=W3cW4glSrBU\">tells<\/a> the attendees. &#8220;In fact, he&#8217;s been here seven times and he has a deep connection to the culture, to the people, and he says it all the time.&#8221;<\/p>\n\n\n\n<p>Carone&#8217;s <a href=\"https:\/\/twitter.com\/frankvcarone\/status\/1585265016231575555\/photo\/1\">there<\/a> to talk about the &#8220;marketing of cities,&#8221; and his delivery is a little stiff, though he looks up from his notes when he starts talking about the <a href=\"https:\/\/nypost.com\/2023\/11\/13\/metro\/nyc-mayor-adams-shows-off-drone-like-electric-helicopters-as-the-future\/\">electric helicopter ride<\/a> he took the day before. &#8220;Many of the community members complained of the noise of helicopters but you know, technology responded, and there will now be a silent helicopter,&#8221; Carone says.&nbsp;<\/p>\n\n\n\n<p>He delivers cliches about &#8220;force multipliers&#8221; and &#8220;breaking down silos,&#8221; the kind of <a href=\"https:\/\/twitter.com\/frankvcarone\/status\/1314553922309193730\/photo\/1\">generic<\/a> business <a href=\"https:\/\/twitter.com\/frankvcarone\/status\/1339929683727671297\/photo\/1\">advice<\/a> he offers in the book he co-wrote <a href=\"https:\/\/www.amazon.com\/Everyone-Wins-John-Bowen-Jr\/dp\/0578655721\">called<\/a> &#8220;Everyone Wins! He has said <a href=\"https:\/\/www.amny.com\/news\/former-adams-chief-of-staff-to-aid-sl-green-in-its-times-square-casino-bid\/\">yes<\/a> to developers who want to build a casino, <a href=\"https:\/\/hellgatenyc.com\/carone-get-the-money\">yes<\/a> to real estate dynasties that want his strategic advice, and yes to former government officials who want to <a href=\"https:\/\/www.oaktree.solutions\/about-us#about-us\">join him<\/a> at his global consulting firm. (Meanwhile, in November of last year, federal investigators said &#8220;yes&#8221; to <a href=\"https:\/\/www.nytimes.com\/2023\/11\/10\/nyregion\/adams-fbi-investigation-phones.html\">searching<\/a> the mayor&#8217;s electronic devices, reportedly to examine Adams&#8217;s ties to Turkey\u2014more on <em>that <\/em>in a bit.)<\/p>\n\n\n\n<p>As a fabulously wealthy guy, Carone is well-positioned to give business advice\u2014he has a home <a href=\"https:\/\/www.politico.com\/states\/new-york\/albany\/story\/2021\/07\/16\/frank-carone-the-well-connected-lawyer-who-has-eric-adams-ear-1388535\">with a pool in the tony Southern Brooklyn neighborhood Mill Basin<\/a> (reportedly on sale for <a href=\"https:\/\/www.mansionglobal.com\/articles\/ex-eric-adams-chief-of-staff-asking-5-1m-for-waterfront-brooklyn-mansion-after-25-price-cut-b118485c\">around $5 million<\/a>, which is a steal considering it was originally listed for <a href=\"https:\/\/therealdeal.com\/new-york\/2024\/04\/24\/frank-carone-lists-mill-basin-mansion-for-6-9m\/\">nearly $7 million<\/a>), a condo in Boca Raton, a $2.2 million apartment in Manhattan&#8217;s Sutton Place, and <a href=\"https:\/\/www.politico.com\/news\/2023\/03\/16\/frank-carone-finances-00087337\">investment portfolios worth millions more<\/a>.\u00a0<\/p>\n\n\n\n<p>But that&#8217;s not what makes Carone unique. Plenty of New Yorkers are richer\u2014but few have Carone&#8217;s connections, cultivated over decades of working with and for the City&#8217;s biggest power players in politics and real estate, raising eyebrows and <a href=\"https:\/\/www.politico.com\/news\/2022\/05\/17\/eric-adams-frank-carone-city-hall-00032798\">ethical <\/a>questions along the way. It all culminated in a close personal relationship with the 110th mayor himself.&nbsp;<\/p>\n\n\n\n<p>Mayor Adams made Carone&#8217;s status clear when the <a href=\"https:\/\/www.nytimes.com\/2022\/09\/19\/nyregion\/frank-carone-eric-adams.html\">Times reported<\/a> his imminent departure from City Hall: &#8220;He\u2019s the first person I speak with in the morning and the last person I speak with at night.&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"799\" height=\"533\" src=\"https:\/\/tableofsuccess.mysites.io\/wp-content\/uploads\/2023\/12\/52546445697_d174af7944_c.jpg\" alt=\"\" class=\"wp-image-1195\" srcset=\"http:\/\/tableofsuccess.mysites.io\/wp-content\/uploads\/2023\/12\/52546445697_d174af7944_c.jpg 799w, http:\/\/tableofsuccess.mysites.io\/wp-content\/uploads\/2023\/12\/52546445697_d174af7944_c-300x200.jpg 300w, http:\/\/tableofsuccess.mysites.io\/wp-content\/uploads\/2023\/12\/52546445697_d174af7944_c-768x512.jpg 768w\" sizes=\"(max-width: 799px) 100vw, 799px\" \/><figcaption class=\"wp-element-caption\">Frank Carone at City Hall on December 6, 2022 (Michael Appleton\/Mayoral Photography Office)<\/figcaption><\/figure>\n\n\n\n<p>After a stint in the U.S. Marines, graduating from Brooklyn Law School, and spending years as a law partner with longtime Brooklyn Democratic boss Frank Seddio, Carone took a <a href=\"https:\/\/www.linkedin.com\/in\/frank-carone-57477910\/details\/experience\/\">job<\/a> with the law firm Abrams Fensterman in 2011, and then his practice &#8220;exploded,&#8221; according to <a href=\"https:\/\/www.politico.com\/states\/new-york\/albany\/story\/2021\/07\/16\/frank-carone-the-well-connected-lawyer-who-has-eric-adams-ear-1388535\">a comprehensive Politico story<\/a> about Carone&#8217;s business interests that ran shortly after Adams won the 2021 mayoral primary. He secured <a href=\"https:\/\/www.thecity.nyc\/2023\/04\/13\/frank-carone-yosef-zvieli-brooklyn-shelter\/\">lucrative<\/a> City contracts for &#8220;reviled&#8221; developers, <a href=\"https:\/\/www.politico.com\/states\/new-york\/albany\/story\/2021\/07\/16\/frank-carone-the-well-connected-lawyer-who-has-eric-adams-ear-1388535\">helped<\/a> lobbyists navigate controversial rezonings, and represented nursing homes, <a href=\"https:\/\/www.politico.com\/news\/2022\/05\/17\/eric-adams-frank-carone-city-hall-00032798\">hospital systems<\/a> and taxi fleet owners.<\/p>\n\n\n\n<p>While striking all these hard bargains on behalf of his business clients, Carone also worked for the Brooklyn Democratic Party as its legal counsel, <a href=\"https:\/\/www.nydailynews.com\/news\/politics\/ny-brooklyn-lawyers-judicial-screening-democratic-ballot-line-20190610-kh5ovlsxqbhgzfxxmaredw3te4-story.html\">picking judicial nominees<\/a> and helping Seddio maintain his grip on the party machine. In the fall of 2018, when younger members of the party <a href=\"https:\/\/www.gothamgazette.com\/130-opinion\/7982-in-keeping-stranglehold-brooklyn-democratic-party-bosses-further-sow-seeds-of-their-demise\">tried to challenge Seddio&#8217;s reign<\/a> during a raucous five-hour meeting, Carone <a href=\"https:\/\/gothamist.com\/news\/how-the-sham-sausage-gets-made-inside-the-brooklyn-democratic-county-committee\">stood by Seddio<\/a> and watched as his old law partner prevail.<strong> <\/strong>Carone later wrote an <a href=\"https:\/\/www.gothamgazette.com\/130-opinion\/7991-in-the-brooklyn-democratic-party-democracy-is-healthier-than-some-would-have-you-think\">op-ed chastising the reformers<\/a>. Under Seddio&#8217;s nearly decade-long <a href=\"https:\/\/www.cityandstateny.com\/politics\/2020\/01\/seddio-goes-out-like-a-boss\/176522\/\">leadership<\/a> of Kings County Democrats, the party <a href=\"https:\/\/www.nydailynews.com\/2019\/08\/18\/brooklyn-dem-boss-seddio-owes-big-bucks-in-deal-with-americas-1-buffet-and-grill\/\">paid<\/a> more than $100,000 to <a href=\"https:\/\/www.nydailynews.com\/2019\/08\/19\/brooklyn-politicos-call-on-county-democratic-party-to-open-its-books\/\">Carone&#8217;s wife<\/a> for <a href=\"https:\/\/politicsny.com\/2019\/08\/20\/seddio-blasts-mosley-calls-county-dem-finances-an-open-book\/\">hosting fundraisers<\/a>, according to extensive reporting in the Daily News. (A spokesperson for the party, who was <a href=\"https:\/\/www.nydailynews.com\/2019\/08\/18\/brooklyn-dem-boss-seddio-owes-big-bucks-in-deal-with-americas-1-buffet-and-grill\/\">paid $300,000<\/a> over that time period, <a href=\"https:\/\/www.nydailynews.com\/2019\/08\/19\/brooklyn-politicos-call-on-county-democratic-party-to-open-its-books\/\">said<\/a> that the expenses to Carone&#8217;s spouse were not a secret.)<\/p>\n\n\n\n<p>Carone was also pals with the most powerful Democrat in town: Mayor Bill de Blasio. &#8220;I have been friends with the mayor for many years,&#8221; Carone told the Daily News. Hundreds of emails <a href=\"https:\/\/www.nydailynews.com\/2019\/04\/07\/lawyers-influence-with-de-blasios-city-hall-evident-in-hundreds-of-emails\/\">obtained by the News<\/a> showed that Carone enjoyed lots of access to City Hall, peppered various agencies with questions and requests on behalf of his clients, and forwarded resumes of people he thought worthy of a City job\u2014including Seddio&#8217;s son-in-law, whom the de Blasio administration later <a href=\"https:\/\/www.nydailynews.com\/2019\/04\/07\/lawyers-influence-with-de-blasios-city-hall-evident-in-hundreds-of-emails\/\">hired<\/a>. In 2019, Carone attracted more scrutiny after he helped broker a deal between <a href=\"https:\/\/nymag.com\/news\/features\/podolsky-homeless-shelters-2013-12\/\">notorious landlords<\/a> and the City, in which the de Blasio administration agreed to pay $173 million for 17 buildings\u2014<a href=\"https:\/\/www.nytimes.com\/2019\/04\/04\/nyregion\/homeless-buildings-sold-de-blasio-democrats.html\">more than triple the initial appraisal price<\/a>\u2014to turn them into&nbsp; affordable housing. Carone, who represented the landlords, was also helping the mayor raise money for his presidential campaign. (Carone and de Blasio <a href=\"https:\/\/www.nytimes.com\/2019\/04\/04\/nyregion\/homeless-buildings-sold-de-blasio-democrats.html\">insisted<\/a> nothing was amiss.)<\/p>\n\n\n\n<p>As Carone nurtured his relationship with de Blasio, he reportedly had a similar dynamic with then-Brooklyn Borough President Eric Adams, whom he helped elect in 2013 by challenging the petitions of Adams&#8217;s only opponent, who was then <a href=\"https:\/\/issuu.com\/cityandstate\/docs\/cs_081913_all\">forced to drop out<\/a> of the race. Carone <a href=\"https:\/\/issuu.com\/cityandstate\/docs\/cs_081913_all\">regularly emailed<\/a> Adams&#8217;s deputy, Ingrid Lewis-Martin, asking the BP&#8217;s office for help navigating regulatory hurdles for his clients, including Avant Gardner&#8217;s Billy Bildstein. And he was ready to assist the BP when he could: When Adams&#8217;s <a href=\"https:\/\/www.youtube.com\/watch?v=H6-AjRcwNP0\">marquee concert series<\/a> ran into financial trouble in 2019, Carone and his law partner Howard Fensterman <a href=\"https:\/\/www.nydailynews.com\/2021\/12\/05\/brooklyn-power-brokers-no-interest-loan-bailed-out-eric-adams-music-showcase-ahead-of-mayoral-run\/\">cut a check for $50,000<\/a> as a no-interest loan to bail it out. &#8220;When others fail, Howard and Frank deliver,&#8221; Lewis-Martin wrote in an email <a href=\"https:\/\/www.nydailynews.com\/2021\/12\/05\/brooklyn-power-brokers-no-interest-loan-bailed-out-eric-adams-music-showcase-ahead-of-mayoral-run\/\">obtained by the Daily News<\/a>.<\/p>\n\n\n\n<p>Carone and members of his familial and legal circles have contributed <a href=\"https:\/\/www.nydailynews.com\/2021\/12\/05\/brooklyn-power-brokers-no-interest-loan-bailed-out-eric-adams-music-showcase-ahead-of-mayoral-run\/\">nearly $100,000<\/a> to Adams&#8217;s campaigns over the years. Adams and Carone have <a href=\"https:\/\/www.politico.com\/states\/new-york\/albany\/story\/2021\/07\/16\/frank-carone-the-well-connected-lawyer-who-has-eric-adams-ear-1388535\">spent Thanksgiving together<\/a>, and Carone invested in a <a href=\"https:\/\/www.nytimes.com\/2022\/05\/18\/nyregion\/eric-adams-frank-carone-bolawrap.html\">bizarre bit of police technology<\/a> the <a href=\"https:\/\/gothamist.com\/news\/video-nypd-testing-high-powered-lasso-gun-to-subdue-mentally-ill-suspects\">then-BP once touted<\/a>. (Carone <a href=\"https:\/\/twitter.com\/maxwellcyoung\/status\/1496928748351930379\">is also friends<\/a> with the Petrosyants twins, <a href=\"https:\/\/www.grubstreet.com\/2022\/08\/eric-adams-osteria-la-baia-petrosyants-brothers.html\">representing their bar when the state yanked its liquor license<\/a> and <a href=\"https:\/\/www.nytimes.com\/2023\/03\/10\/nyregion\/eric-adams-friends-petrosyants-federal-case.html\">investing in business <\/a>deals with them.)<\/p>\n\n\n\n<p>So when Adams officially announced his campaign for mayor, Carone was, naturally, there to <a href=\"https:\/\/www.politico.com\/states\/new-york\/albany\/story\/2021\/07\/16\/frank-carone-the-well-connected-lawyer-who-has-eric-adams-ear-1388535\">help raise<\/a> tens of thousands of dollars from his South Brooklyn neighbors and wrangle votes from crucial Kings County blocs. He also let Adams rent his office space in Downtown Brooklyn for <a href=\"https:\/\/www.nydailynews.com\/2021\/12\/05\/brooklyn-power-brokers-no-interest-loan-bailed-out-eric-adams-music-showcase-ahead-of-mayoral-run\/\">less than $700<\/a> over the course of a year and a half (Carone finally charged Adams rent the same day <a href=\"https:\/\/www.politico.com\/states\/new-york\/city-hall\/story\/2021\/06\/18\/adams-omitted-use-of-politically-connected-lawyers-office-on-campaign-records-1386648\">Politico asked for receipts<\/a>). After Adams won the general election, the mayor-elect first named his close friend to lead his transition team, then made him his chief of staff with a <a href=\"https:\/\/www.seethroughny.net\/payrolls\/city-of-new-york\">$251,000 annual salary<\/a>.&nbsp;<\/p>\n\n\n\n<p>When ethics watchdogs and news outlets <a href=\"https:\/\/www.politico.com\/news\/2022\/05\/17\/eric-adams-frank-carone-city-hall-00032798\">pointed out<\/a> that Carone had represented literally dozens of clients with business before the City, Adams <a href=\"https:\/\/www.nydailynews.com\/2022\/05\/19\/nyc-mayor-eric-adams-defends-selection-of-frank-carone-as-chief-of-staff-again\/\">responded<\/a> with a <a href=\"https:\/\/www.nytimes.com\/2015\/09\/24\/sports\/yogi-berra-yogi-isms-quotes-explored.html\">Yogi-ism<\/a>: &#8220;He had a lot of clients. And so if he had a lot of clients, then just about every area, he\u2019s going to have clients in.&#8221; Photos of Carone&#8217;s City Hall desk <a href=\"https:\/\/www.cityandstateny.com\/politics\/2022\/03\/frank-carone-has-not-been-canceled-yet\/363091\/\">projected<\/a> the <a href=\"https:\/\/twitter.com\/CMAriKagan47\/status\/1496983000449490946?s=20&amp;t=a8W8Yquciq5GIKQjRF7hsw\">appearance<\/a> of diligence, of a guy who <a href=\"https:\/\/www.cityandstateny.com\/politics\/2022\/03\/frank-carone-has-not-been-canceled-yet\/363091\/\">studies lots of papers with colorful charts<\/a> and uses a task management tool called the <a href=\"https:\/\/asana.com\/resources\/eisenhower-matrix\">Eisenhower matrix<\/a>. The Mayor&#8217;s Office <a href=\"https:\/\/www.politico.com\/news\/2022\/05\/17\/eric-adams-frank-carone-city-hall-00032798\">insisted<\/a> Carone was recusing himself whenever necessary.&nbsp;<\/p>\n\n\n\n<p>Carone himself told reporters that he expended great efforts to divest from his old law firm, in order to ensure that there would be no conflict of interest, or even the appearance of conflict, with his previous clients and his new job as the mayor&#8217;s eyes and ears.&nbsp;<\/p>\n\n\n\n<p>Adams stood by Carone, and his other controversial appointments. In a 2022 profile of the mayor, Carone <a href=\"https:\/\/www.politico.com\/news\/magazine\/2022\/03\/11\/eric-adams-nyc-mayor-profile-00016106\">boasted<\/a> about the administration&#8217;s willingness to embrace staffers others had shunned. &#8220;We have totally canceled cancel culture,&#8221; <a href=\"https:\/\/www.politico.com\/news\/magazine\/2022\/03\/11\/eric-adams-nyc-mayor-profile-00016106\">he said.<\/a><\/p>\n\n\n\n<p>As Adams&#8217;s chief of staff, Carone was <a href=\"https:\/\/www.nytimes.com\/2022\/09\/19\/nyregion\/frank-carone-eric-adams.html\">out of town a lot<\/a>\u2014he took trips to <a href=\"https:\/\/twitter.com\/frankvcarone\/status\/1519289630885126144?s=20&amp;t=bjaKWWlRQPzBPrvm-JS6VA\">Sweden<\/a>, South Korea, and Israel, as well as the aforementioned Turkey visit. I still have fond relationships with friends, but that\u2019s a different world I live in now.&#8221;&nbsp;<\/p>\n\n\n\n<p>Months after he left City Hall, however, Carone <a href=\"https:\/\/www.politico.com\/news\/2023\/06\/15\/frank-carone-new-york-adams-00102183\">rejoined his old law firm<\/a>, and his face and name are now <a href=\"https:\/\/www.abramslaw.com\/attorneys\/frank-carone\/\">back on its website<\/a>, though he&#8217;s <a href=\"https:\/\/www.politico.com\/news\/2023\/06\/15\/frank-carone-new-york-adams-00102183\">not a partner anymore<\/a>. He also built a global consulting business <a href=\"https:\/\/www.oaktree.solutions\/about-us#about-us\">called Oaktree Solutions<\/a> with his brother Anthony; Jeff Lewis, Governor Hochul&#8217;s former chief of staff; and <a href=\"https:\/\/www.cityandstateny.com\/politics\/2023\/07\/former-hochul-appointee-joins-frank-carones-oaktree\/388917\/\">Daniel Tietz<\/a>, another former Hochul administration official. Gary Jenkins, the former head of social services under Adams <a href=\"https:\/\/ny1.com\/nyc\/all-boroughs\/politics\/2023\/02\/07\/department-of-social-services-commissioner-gary-jenkins-resignation\">who resigned in early 2023<\/a> after the Department of Investigation <a href=\"https:\/\/nypost.com\/2022\/08\/15\/doi-investigators-interview-service-staffer-in-probe-of-gary-jenkins\/\">began looking into allegations<\/a> that he covered up shelter violations, joined Oaktree for awhile (&#8220;I don\u2019t think it looks bad at all,&#8221; Jenkins <a href=\"https:\/\/www.cityandstateny.com\/personality\/2023\/03\/gary-jenkins-i-dont-think-it-looks-bad-all\/384575\/\">said<\/a> of his new job) but departed in the summer of 2024.\u00a0<\/p>\n\n\n\n<p>Carone is now <a href=\"https:\/\/www.politico.com\/news\/2023\/01\/04\/adams-chief-of-staff-to-launch-global-consulting-firm-00076436\">reportedly working<\/a> for House Democratic Minority Leader Hakeem Jeffries, New York Giants running back <a href=\"https:\/\/nymag.com\/intelligencer\/article\/frank-carone-eric-adams-mayor-new-york.html\">Saquon Barkley<\/a>, and a <a href=\"https:\/\/www.politico.com\/news\/2023\/06\/15\/frank-carone-new-york-adams-00102183\">raft of clients<\/a> who have business before the City. The Durst Organization, which was fighting the climate legislation that Carone worked to enact, <a href=\"https:\/\/hellgatenyc.com\/carone-get-the-money\">hired Carone<\/a> to \u201cassist with business strategy.\u201d SL Green, which is seeking to build a casino in Times Square, also hired Carone, the person who <a href=\"https:\/\/www.nytimes.com\/2022\/03\/30\/nyregion\/casinos-manhattan-licenses.html\">met with would-be New York City casino builders<\/a> on behalf of City Hall. Related Companies, which is part of a consortium <a href=\"https:\/\/www.nydailynews.com\/2023\/05\/13\/gleaming-new-stadium-for-nyc-football-club-could-transform-queens-neighborhood-of-willets-point-next-to-citi-field\/\">developing<\/a> Willets Point, including the soccer development and the affordable housing that Carone helped create, <a href=\"https:\/\/www.nydailynews.com\/2023\/06\/26\/adams-confidante-frank-carone-inks-another-deal-with-real-estate-big-advocates-give-it-a-wary-eye\/\">hired Carone<\/a>, who helped usher that project into existence. (&#8220;When you spoke to him, you clearly felt like you were speaking to the mayor,&#8221; a Related VP <a href=\"https:\/\/www.politico.com\/news\/2023\/01\/04\/adams-chief-of-staff-to-launch-global-consulting-firm-00076436\">said<\/a> of Carone\u2019s involvement in the deal.)<\/p>\n\n\n\n<p>How is it okay for Carone to bounce from clients with City business, to the highest heights of City Hall, back to clients with City business? Carone\u2019s reps claims he is not a lobbyist, and therefore not subject to the one<a href=\"https:\/\/www.nyc.gov\/site\/coib\/the-law\/chapter-68-of-the-new-york-city-charter.page#prohibited\">-year prohibition<\/a> on former public servants lobbying on projects they used to work on. But Carone is supposed to abide by a rule <a href=\"https:\/\/www.nyc.gov\/site\/coib\/the-law\/leaving-city-service.page\">issued by the City&#8217;s Conflict of Interest Board<\/a>, which states, &#8220;Former public servants may <em>never<\/em> work on a particular matter (for example, a contract) for a non-City employer if they worked on that same matter during their City employment.&#8221; While Carone\u2019s consulting clients undoubtedly have business before the City, it is not clear that any of it is the <em>same<\/em> business he handled in his City role, which again, was to act as one of the mayor&#8217;s most trusted advisors.<\/p>\n\n\n\n<p>Regardless, the COIB has no investigative authority, and must refer potential violations to the City&#8217;s Department of Investigation, an agency that is increasingly <a href=\"https:\/\/www.thecity.nyc\/2023\/11\/01\/agencies-refuse-doi-recommendations\/\">ignored<\/a> by the government agencies it is supposed to be policing. (The COIB is <a href=\"https:\/\/hellgatenyc.com\/carone-get-the-money\">prohibited<\/a> by the City Charter from saying whether a former official has sought their advice, whether a complaint has been filed regarding their conduct, or if COIB referred their complaint to DOI.) In a city where <a href=\"https:\/\/gothamist.com\/news\/for-the-last-time-mayor-de-blasio-just-needs-to-have-secret-talks-with-lobbyists-who-are-also-trusted-friends-that-give-him-advice-on-running-nyc\">mayors carve out secret channels<\/a> to <a href=\"https:\/\/www.nytimes.com\/2016\/11\/23\/nyregion\/emails-released-by-mayor-de-blasios-office-detail-reliance-on-outside-agents.html\">discuss City business with private interests<\/a>, and where the former City Council speaker dives <a href=\"https:\/\/nypost.com\/2022\/03\/25\/eric-adams-admits-corey-johnson-lobbied-him-on-kyrie-nets-vaccine-loophole\/\">headfirst<\/a> into the lucrative world of lobbying, the COIB&#8217;s emphasis on <em>never<\/em> feels quaint, like your parents telling you to <em>never<\/em> disobey them.&nbsp;<\/p>\n\n\n\n<p>&#8220;I will not interact with City Hall at all,&#8221; Carone <a href=\"https:\/\/www.politico.com\/news\/2023\/01\/04\/adams-chief-of-staff-to-launch-global-consulting-firm-00076436\">told Politico<\/a> in early 2023. &#8220;I fully intend on going beyond what the law requires, because I don&#8217;t want bad optics or a bad image.&#8221;&nbsp;<\/p>\n\n\n\n<blockquote class=\"twitter-tweet\"><p lang=\"en\" dir=\"ltr\">As you know, Gerson, when I was chief of staff I had an open door policy with reporters. That&#39;s still true. If you have questions, you know where to find me. But if all you have is comment then so do I &#8211; it simply is: the mayor has done nothing wrong, nor have I. Full stop.<\/p>&mdash; frank v carone (@frankvcarone) <a href=\"https:\/\/twitter.com\/frankvcarone\/status\/1723714361330417666?ref_src=twsrc%5Etfw\">November 12, 2023<\/a><\/blockquote> <script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n\n\n\n<p>The mayor&#8217;s former chief of staff was &#8220;expected to chair&#8221; Adams&#8217;s reelection campaign, <a href=\"https:\/\/www.politico.com\/news\/2023\/06\/15\/frank-carone-new-york-adams-00102183\">according to a Politico story<\/a> from June of 2023.<\/p>\n\n\n\n<p>But will he? Through a spokesperson, Carone declined an interview request with Hell Gate when we initially published this entry in December of 2023, and also declined to directly answer whether he would be an official part of Adams&#8217;s reelection campaign.<\/p>\n\n\n\n<p>&#8220;Frank looks forward to continuing to support Mayor Adams in 2025 and beyond,&#8221; an Oaktree spokesperson wrote in a statement. &#8220;And he&#8217;s proud that in less than a year, Oaktree Solutions has become a go-to public affairs firm providing joy, value, and understanding to dozens of clients across the world.&#8221;<\/p>\n\n\n\n<p>In September of 2024, before the mayor was indicted, <a href=\"https:\/\/ny1.com\/nyc\/all-boroughs\/politics\/2024\/09\/04\/adams-former-chief-of-staff-frank-carone-courts-big-business-and-cash\">NY1 reported<\/a> that Carone had helped raise hundreds of thousands of dollars for the mayor&#8217;s reelection campaign, including $50,000 from his clients. Carone and his family <a href=\"https:\/\/www.politico.com\/news\/2024\/02\/20\/a-family-affair-carones-give-to-legal-defense-fund-in-the-nick-of-time-00142334\">have also chipped in $15,000<\/a> to help offset the mayor&#8217;s legal bills.<\/p>\n\n\n\n<p>A <a href=\"https:\/\/nymag.com\/intelligencer\/article\/frank-carone-eric-adams-mayor-new-york.html\">March 2024 New York Magazine profile<\/a> underlined how tightly Carone&#8217;s political future, and the future of Oaktree, is bound to the mayor.<\/p>\n\n\n\n<p>Unfortunately for Carone, as of the writing of this update, his very prominent bond with Adams could be far more of a liability than an asset. In September 2024, federal investigators <a href=\"https:\/\/hellgatenyc.com\/brooklyn-monsignor-jamie-gigantiello-frank-carone-subpoena\/\">subpoenaed a Catholic church in Brooklyn<\/a>, requesting information about <a href=\"https:\/\/www.nbcnewyork.com\/news\/local\/brooklyn-church-subpoenaed-by-federal-investigators\/5811948\/\">business dealings between Carone and his reported longtime friend, Monsignor Jamie Gigantiello<\/a>. Carone told reporters that he was unaware of any criminal investigation related to himself or Gigantiello. Both Carone and Gigantiello have not been charged with a crime connected to the federal investigation.<\/p>\n\n\n\n<p>The potential for career damage, however, did not stop Carone from <a href=\"https:\/\/kstp.com\/kstp-news\/top-news\/the-latest-nyc-mayor-charged-with-taking-bribes-and-illegal-campaign-funds-from-foreign-sources\/\">heading to Gracie Mansion<\/a> to be by the mayor&#8217;s side on the evening of September 25, 2024, the night that Adams&#8217;s indictment by federal prosecutors was made public. As he exited the mayoral pad, <a href=\"https:\/\/x.com\/JasonBeeferman\/status\/1839147439514624236\/video\/1\">mobbed by reporters<\/a>, Carone told the crowd that the mayor was &#8220;strong,&#8221; that &#8220;we&#8217;ll see the charges when they come,&#8221; and that Adams should &#8220;never&#8221; resign. &#8220;He&#8217;s like everybody else, innocent until proven guilty.
