The three-term, Dominican American City councilmember from Washington Heights was seemingly at every press conference Adams held, touting Adams&#8217;s <a href=\"https:\/\/twitter.com\/ydanis\/status\/1396545793243467786\">ability to dance merengue<\/a>, <a href=\"https:\/\/twitter.com\/ydanis\/status\/1391226960064491521\">attacking<\/a> his rivals&#8217; <a href=\"https:\/\/twitter.com\/ydanis\/status\/1391224346341953537\">records on public safety<\/a>, and, according to political reporter Jeff Coltin, <a href=\"https:\/\/twitter.com\/JCColtin\/status\/1395020635919761413\">having a hand in the catchiest song of summer 2021<\/a> (seriously).<\/p>\n<\/div>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">There is a \ud83c\udfb6Eric Adams Campaign Song.\ud83c\udfb6 Mixed Spanish and English and *very* catchy. After Rodriguez made that pronouncement, Adams had to <a href=\"https:\/\/www.nytimes.com\/2021\/06\/14\/nyregion\/mayoral-poll-adams-garcia.html\">smooth it over<\/a> with a New York Times reporter: &#8220;I want to be clear that it is not my quote that Kathryn is not Latino.&#8221; (Garcia&#8217;s <a href=\"https:\/\/www.nytimes.com\/2021\/06\/07\/nyregion\/kathryn-garcia-mayor-nyc.html\">ex-husband is Puerto Rican<\/a>, and she <a href=\"https:\/\/www.nytimes.com\/2021\/06\/14\/nyregion\/mayoral-poll-adams-garcia.html\">has said<\/a> her children are half Puerto Rican.)<\/p>\n\n\n\n<p>When Adams secured victory, he made Rodriguez his Department of Transportation commissioner. Unlike some of the <a href=\"https:\/\/www.nyc.gov\/office-of-the-mayor\/news\/802-20\/polly-trottenberg-departure-de-blasio-administration\">most effective<\/a> DOT Commissioners in the <a href=\"https:\/\/www.nytimes.com\/2011\/03\/06\/nyregion\/06sadik-khan.html\">previous<\/a> two administrations, Rodriguez isn&#8217;t a formal policy expert but the former chair of the City Council&#8217;s Transportation Committee. For a guy who <a href=\"https:\/\/nypost.com\/2016\/02\/05\/washington-heights-residents-furious-with-councilmans-raise-request\/\">once claimed<\/a> that he needed his annual municipal pay bumped up to $175,000, being DOT commissioner is a sweet gig. Not only does it come with a <a href=\"https:\/\/www.seethroughny.net\/payrolls\/city-of-new-york\">$243,171 salary<\/a>, which is around $15,000 shy of the mayor&#8217;s, but it&#8217;s a position that is vested with real power.&nbsp;<\/p>\n\n\n\n<p>Unlike so many other aspects of New York City life that are entrusted to state lawmakers in Albany, our municipal government has vast authority over City streets. In his eight years<strong> <\/strong>as City Council Transportation Committee chair, Rodriguez <a href=\"https:\/\/www.nyc.gov\/office-of-the-mayor\/news\/301-14\/mayor-de-blasio-signs-package-life-saving-traffic-safety-bills#\/0\">helped pass<\/a> <a href=\"https:\/\/ny.curbed.com\/2019\/5\/30\/18644745\/vision-zero-new-york-design-standards-bill\">substantive<\/a> <a href=\"https:\/\/nyc.streetsblog.org\/2021\/03\/25\/passed-city-council-establishes-dot-crash-investigation-unit\">street safety<\/a> <a href=\"https:\/\/www.nyc.gov\/office-of-the-mayor\/news\/096-20\/mayor-de-blasio-signs-dangerous-vehicle-abatement-bill-law#\/0\">legislation<\/a>, and <a href=\"https:\/\/gothamist.com\/news\/nyc-congestion-pricing-proposal-wins-support-from-city-council-transportation-chairman\">often<\/a> <a href=\"https:\/\/nyc.streetsblog.org\/2015\/06\/10\/council-calls-on-de-blasio-to-double-great-streets-redesign-funds\">pushed<\/a> the de Blasio administration to be bolder, including advocating for the implementation of the Streets Master Plan in 2021, which set <a href=\"https:\/\/www.nyc.gov\/office-of-the-mayor\/news\/798-21\/mayor-de-blasio-speaker-johnson-commissioner-gutman-release-master-plan-future-city-streets\">specific, ambitious, legally mandated benchmarks<\/a> for safety infrastructure over a five-year period. During Rodriguez&#8217;s tenure in the council, traffic deaths and injuries fell significantly and <a href=\"https:\/\/www.nyc.gov\/content\/visionzero\/pages\/key-metrics-and-visualizations\">reached a historic low in 2018<\/a>.<\/p>\n\n\n\n<p>What did Commissioner Rodriguez do with his newfound power? So far, not a whole lot.&nbsp;<\/p>\n\n\n\n<p>As many outlets\u2014notably <a href=\"https:\/\/nyc.streetsblog.org\/2022\/09\/22\/just-keeping-the-lights-on-low-morale-high-staff-vacancy-rate-hobble-department-of-transportation\">Streetsblog<\/a>, <a href=\"https:\/\/www.thecity.nyc\/2023\/07\/06\/argento-eric-adams-mcguinness-redesign\/\">the CITY<\/a>,and <a href=\"https:\/\/hellgatenyc.com\/fordham-road-busway-scuttled-by-powerful-interests\">Hell Gate<\/a>\u2014have chronicled, Rodriguez&#8217;s DOT is constantly undermined by the Mayor&#8217;s Office. Specifically, the mayor\u2019s chief adviser, Ingrid Lewis-Martin, has <a href=\"https:\/\/nyc.streetsblog.org\/2023\/08\/14\/another-street-redesign-delayed-after-city-hall-intervenes-on-behalf-of-powerful-private-interests\">watered down or canceled<\/a> numerous street safety projects at the behest of business interests, essentially taking years of work put in by DOT civil servants and throwing it all in the garbage. When Lewis-Martin herself isn\u2019t keeping the DOT in check, other Mayor\u2019s Office employees apparently are, including <a href=\"https:\/\/nyc.streetsblog.org\/2022\/10\/17\/a-nimby-city-hall-adams-appointees-thwart-key-projects\">Tiffany Raspberry<\/a> and a civil servant named <a href=\"https:\/\/nyc.streetsblog.org\/2023\/11\/10\/city-hall-functionary-is-quietly-interfering-with-critical-street-safety-initiatives-sources\">Richard Bearak<\/a>, a former director of land use under Borough President Adams. Despite having no formal transportation policy experience, Bearak is tasked with reviewing the agency&#8217;s plans before they&#8217;re implemented. (City Hall <a href=\"https:\/\/nyc.streetsblog.org\/2023\/11\/10\/city-hall-functionary-is-quietly-interfering-with-critical-street-safety-initiatives-sources\">told Streetsblog<\/a> that Bearak gives &#8220;valuable, informal advice.&#8221;)<\/p>\n\n\n\n<p>&#8220;If Ingrid\u2019s the king, he\u2019s the right hand of the king. He is there to do her bidding,&#8221; one City official <a href=\"https:\/\/nyc.streetsblog.org\/2023\/11\/10\/city-hall-functionary-is-quietly-interfering-with-critical-street-safety-initiatives-sources\">told Streetsblog<\/a> of Bearak. &#8220;He only was going to raise the concerns that you\u2019re going to hear from car drivers. He\u2019s never been on the pro-pedestrianization, pro-bike lane side.\u201d<\/p>\n\n\n\n<p>But if the commissioner is upset by any of this, he&#8217;s not showing it\u2014perhaps out of that same loyalty that helped get him his job. He has been <a href=\"https:\/\/hellgatenyc.com\/fordham-road-busway-scuttled-by-powerful-interests\">sensitive and responsive<\/a> to criticism from potentially powerful allies to the mayor. When film studio honcho Tony Argento called a &#8220;town hall&#8221; meeting to voice opposition to a road diet on McGuinness Boulevard, one that the DOT had spent more than a year mapping out and getting feedback on, <a href=\"https:\/\/hellgatenyc.com\/the-epic-fight-to-make-mcguinness-boulevard-safer\">Rodriguez himself dutifully showed up<\/a>, giving the gathering his imprimatur.<\/p>\n\n\n\n<p>At a City Council oversight hearing in September, councilmembers asked Rodriguez for updates on those five-year Streets Master Plan benchmarks\u2014the City must create an average of 30 miles of protected bus lanes, 50 miles of protected bike lanes, 500 pedestrian signal upgrades, and other improvements, every year from 2022 through 2026. Rodriguez <a href=\"https:\/\/hellgatenyc.com\/how-the-mcguinness-boulevard-redesign-compromise-got-compromised\">declined to provide any<\/a>, perhaps because the Adams administration continues to lag far behind on meeting those goals, especially on the <a href=\"https:\/\/www.nytimes.com\/2023\/08\/17\/nyregion\/eric-adams-buses-nyc.html\">creation of bus lanes<\/a>.&nbsp;<\/p>\n\n\n\n<p>Most importantly,<strong> <\/strong>traffic deaths have crept up over the past several years, and Rodriguez&#8217;s boss &#8220;doesn&#8217;t give a shit,&#8221; <a href=\"https:\/\/hellgatenyc.com\/eric-adams-vision-zero-bike-deaths\">one City Hall source<\/a> told Hell Gate this fall.&nbsp;<\/p>\n\n\n\n<p>A month after an NYPD tow truck driver <a href=\"https:\/\/hellgatenyc.com\/nypd-tow-truck-driver-fort-greene-child-crash\">struck and killed<\/a> seven-year-old <a href=\"https:\/\/nyc.streetsblog.org\/2023\/11\/01\/mayor-boasts-of-his-record-however-spotty-as-he-vows-to-fix-corner-where-boy-was-killed\">Kamari Hughes in Fort Greene<\/a> at an intersection with poor visibility this past October, the Adams administration <a href=\"https:\/\/www.nyc.gov\/office-of-the-mayor\/news\/914-23\/mayor-adams-launches-new-effort-make-thousands-nyc-intersections-safer-of-broad-new\">announced<\/a> it would <a href=\"https:\/\/www.curbed.com\/2022\/06\/hoboken-traffic-deaths-none-vision-zero-streets.html\">&#8220;daylight&#8221;<\/a> improvements at 1,000 intersections across the city, making it easier for drivers and pedestrians to see each other.
